REGULAR CITY COUNCIL MEETING

MINUTES

PRESENT:           Samuel Allen, Mayor

Justin Barton, Councilman

Nathan Wyatt, Councilman

Todd Rutledge, Councilman

Sandy Adams – Councilwoman

PUBLIC HEARING

Mayor Allen opened the Public Hearing and turned it over to Attorney Robert Nobel. He advised everyone in attendance of the policies and procedures for tonight Public Hearing. Councilwoman Adams noted for the record that she can be fair and opened minded in her vote and would not recuse herself from  voting. Mayor Allen also made a statement regarding his working relationship with Brent Rutledge. He also advised that he is capable of fairly and legally consider the rezoning request and he also would not recuse himself from voting tonight. He then ask for opening comments from Brent Rutledge. After Mr. Rutledge gave his opening comments to the Council the floor was turned over to the public for comments. Eddie Hall, Fred Hall, JD Wilson gave statements opposing the rezoning. Judy Peterson gave her statement in favor of the Rutledge rezoning. After Mr. Rutledge gave his rebuttal Attorney Nobel turned the meeting back to Mayor Allen and he ended the public hearing.

CALL TO ORDER

Mayor Allen welcomed everyone to the meeting of the Resaca City Council.

INVOCATION

Councilman Todd Rutledge lead the meeting in prayer.

PLEDGE OF ALLEGIANCE

Mayor Allen led the council meeting in the Pledge of Allegiance to the United States flag.

MINUTES

Mayor Allen ask for a motion to waive the reading of the minutes from the October meeting Councilman Barton made a motion to waive the reading of the minutes. Councilman Wyatt seconded the motion. All in favor, the motion passed. Mayor Allen ask for a motion to approve the minutes from August meeting. Councilman Barton made the motion to accept the minutes. Councilman Wyatt seconded the motion. All in favor. The motion passed.

NEW BUSINESS

 VOTE ON RUTLEDGE RE-ZONING

Councilwoman Adams made a motion to approve the rezoning on the Rutledge property. Councilman Rutledge seconded the motion. The vote was 3 against and 1 for the rezoning.  The motion did not pass.

BOOKS FOR TOLBERT SCHOOL. – Mayor Allen asked for a motion to approved purchasing the books for Tolbert School. Councilman Wyatt made a motion to purchase the book for Tolbert School. Councilman Barton seconded the motion. All in favor. The motion passed

FRED PREWITT – Mr. Prewitt wanted to present the Mayor and Council with his idea to build a large Ga Peach Landmark on his building located on Hwy 41 across from the Wilco. Attorney Nobel advised him to get together his plans and come in and get the zoning ordinances and the Council will look at his plans at that point.

VOTE ON LMIG PROJECT MONEY

Councilwoman Adams explained what the LMIG (local maintenance improvement grant) is and how is can be used. The town will have to match 30% to receive the money from the state. We have the money left in SPLOST money to cover the 30% match. Councilwoman Adams gave examples of what it could be used for. Councilwoman Adams made a motion to approve the money. Councilman Wyatt seconded the motion. All in favor. The motion passed.

UPDATES

Councilman Wyatt read a thank you letter from Tolbert Elementary School for our donation to the Literacy night at their fall festival.

DEPARTMENT REPORTS

ROAD AND STREETS

Councilman Wyatt gave a report on Taylor Ridge Road. He has been working on getting the ditch cleaned out.

Sheriff’s Report

Lt. Jenkins gave the report. The report is attached to minutes.

LIGHTS

Councilwoman Adams reports one light will be removed at the residents request.

RECREATION

Councilman Rutledge gave the recreation report. Report is attached.

MAINTENANCE REPORT

Nothing to report.

ADJOURMENT

Mayor Allen asked for a motion to adjourn the meeting. Councilman Wyatt made a motion to close the meeting. Councilwoman Adams seconded the motion. All in favor. The motion passed.
